Going Vertical: A Focus on the Largest Developments Underway in Rogue Valley

CENTRAL POINT, OR - Drivers on I-5 or Peninger Road have likely noticed a massive, green metal building appear on the Jackson County Expo grounds. For southern Oregon commercial owners, this is a project worth following along, and taking a closer look at today.

The project is officially the County's multi-use Emergency Response Center and Pandemic Response Center (think southern Oregon's central disaster logistics, shelter, and coordination facility - operating as a community center until such a need arises).

When completed, 77 Peninger Road is located right near the fairgrounds, with extensive existing infrastructure, and close to I-5. The total building will be right around 120,000 square feet, with a build cost of about $61M.

Funding was split: about $39M came from federal sources (American Rescue Plan funding), and another $22M-ish came from local sources (Jackson County reserve funds, etc).

Adroit Construction started on the building designed by ORW Architecture right after the end of the 2024 Jackson County Fair and targets construction completion for 2H26, which construction appears to be on schedule.

Co-operated by the County and the City of Central Point, the facility will include significant shelter-capable space, showers/locker rooms/mass restrooms, commercial kitchen, C2 rooms, and more. When not in "disaster response" mode, the facility will be a community complex with basketball courts, event space, workshops, and more.

On the housing side, locals likely noticed Phase II of the Reserve at Northgate went vertical and is moving from framing to the roofing and siding phase now. About 170 more units are coming in Phase II, with a slightly refined unit mix, and tightened site layout based on feedback from the first phase.

The buildings and "feel" will be roughly the same as what has already been delivered: 3-story walk-up, garden-style market-rate apartments. Delivery will be slightly staggered as buildings finish in 2H26.

This phase will round out what has so far been a highly successful apartment development located in the Northgate Center in Medford. The ceiling on market rents was tested in Phase I and have proven to be resilient. The Reserve at Northgate has shown $1,495+ for studios and 1-beds, and $2,075+ for 2- and 3-bed units is not only possible in Medford, but stable and growing for newer, amenitized assets.
